Decree on a partial military draft, which Ukraine’s President Petro Poroshenko signed on Wednesday, signals an agony of the Kiev regime and its inability to resolve the problems of its own homeland in a civilized manner, Russian experts said Thursday when ITAR-TASS asked them for their reactions latest developments in Ukraine.

Ukrainian media carry evidence of the great pains, which accompanied the endorsement of a third phase of reservists’ call-up for joining the so-called ‘antiterrorist operation’.

“President Petro Poroshenko was outraged by the fact the voting in parliament took place on the verge of a critically low number of votes,” writes the Ukrainian publication Segodnya.ua.

“The whole country is at war and 210 people’s deputies believe this war doesn’t concern them,” it quoted him.

The authorities do not reveal any figures on how many reservists will be called up. “The case in hand may be tens of thousands of men within 45 days,” says Nedelya.ua portal, adding that, more than that, the Verkhovna Rada has revised the upper age for the individuals liable for drafting to 60 years from the previous 50.

“This mobilization is not the first one in Ukraine and it will turn out even more disastrous than the previous army drafts,” Dr. Vladimir Anokhin, a Vice President at the Academy of Geopolitical Problems in Moscow told ITAR-TASS.

“Ukrainian Army is suffering heavy losses and is short of the most elementary things, like meals and uniforms and Kiev doesn’t have the money or resources to maintain the servicemen it has already, while the population subject to drafting doesn’t display any enthusiasm to go to the battlefront,” Dr. Anokhin said.

“When the draft engulfs the age bracket of up to 60 years old, this is simply a military and political agony of the Kiev junta,” he said. “Meetings of women opposed to this drafting are taking place in many regions of the country because it’s one thing when a fair war is underway and another thing when your child is called up to take part in a punitive expedition.”

“The latter is shame on the entire family and everyone in the neighborhood will remember it,” Dr. Anokhin said.

“The losses that the Ukrainian Army is suffering are not measured in the numbers of killed and/or wounded only,” believes Alexander Perendzhiyev, a member of the Association of Military Political Scientists. “It also has the deserters who have received a huge stress and simply the morally degenerate people in its ranks.”

“Many of those who are fighting in combat actions (in the ranks of the Ukrainian Army - ITAR-TASS) are dysfunctional in a certain sense and they cannot be used in the capacity of combat entities anymore,” Perendzhiyev said.

“Continuation of the war that costs inordinate money is dealing a blow not only to the economy but also to the nation’s demography,” he said. “A yet another attempt to reinforce the punitive grouping is tantamount to an anti-state policy. All the actions of the Kiev regime are aimed at destroying the state.”

“All of this will bring up a social explosion in Kiev,” Perendzhiyev said. “The Ukrainian authorities will get a reverse reaction from mobilization. Families will be falling apart, people’s destinies will be crashing, and the people will eventually be unable to tolerate this situation anymore.”

“The social and economic situation is deteriorating with every passing day,” Perendzhiyev said. “Law is getting eroded and all of this is accumulating, which makes the eventual social explosion unavoidable.”

“Decision on a new mobilization testifies to the powerlessness of defense officials in Ukraine because this drafting to the Army will not bring about any substantial result,” Alexander Golts, a military expert told ITAR-TASS.

“A yet another draft will lead up to an expansion of the scale of combat operations, to a bigger number of human losses, and to a greater economic damage,” Dr. Sergei Markov, the director of the Institute for Political Research said in an interview with ITAR-TASS.

“People making up the incumbent government in Kiev are not statesmen,” he said. “They are suppressing by force any forms of protests against the policies they are conducting.”

“They behave towards their fellow-countrymen like foreign agents and military criminals,” Dr. Markov said.

“The third phase of drafting to the Ukrainian Army that’s taking place over a space of just several months testifies to a full demoralization of the political establishment in Kiev,” Andrei Klimov, a deputy chairman of the committee for international affairs in the upper house of Russian parliament said.

“A third drafting of human expendables for participation in the punitive operation in the country’s east where people totally unfamiliar with the battlefield are immediately thrown into combat actions is a really immoral thing and it savors of a crime,” he said.

“Ukrainian authorities are getting persistent proposals to resolve the problem of Ukraine’s eastern regions but they think the US will continue throwing its support behind the antiterrorist operation,” Klimov said. “As far as Washington finds it lucrative to fan passions in the region, the Ukrainian government will have to carry out a tenth drafting, to say nothing of a third one.
